Chief Criminal Deputy D. Milton Almond

Sheriff Hathaway's highly successful and extremely busy term as President of the National Sheriffs' Association (NSA) placed additional responsibilities and day-to-day accountability on my office. As the Sheriff traveled the country representing not only the NSA, but also the citizens of Caddo Parish, we continued to deal with the urgent agency matters that arose.

In some cases, that involved making decisions without prior consultation with the Sheriff. Through it all, however, service to and protection of the people of Caddo Parish continued at its high level of excellence.

Halfway through the fiscal year, we set the wheels in motion to have several divisions that provide services to the entire Sheriff's Office report directly to me. The Chief Deputy's Organization now comprises Fleet Management, News Media Relations, Personnel and Special Services.

This reorganization allows us to address the needs of the Sheriff's Office with a broader perspective and a consistency that at times was not possible with these divisions reporting within the individual bureaus. We will continue to look critically at the effectiveness of our organizational structure and "tweak" that structure when it makes sense to do so.

The pride I have for the outstanding work of the entire agency will be obvious in reviewing the division summaries in this Annual Report.
