Chief Deputy's Report

The office of the Chief Deputy serves as the focal point where information can be obtained by citizens and complaints handled for them. The Caddo Parish Sheriff’s Office serves the citizens of Caddo Parish by consistently striving to reduce crime and create a safer environment for everyone. We have remained at the forefront of policing through a constant effort to implement and develop new strategies geared to reduce crime and promote a sense of unity in the parish.

The Caddo Parish Sheriff’s Office is currently undergoing a manpower study conducted by the International Association of Chief’s of Police (IACP). After losing the tax election in May 1998, we sought the assistance of the IACP to do a study of our manpower needs. Upon the completion of their study, we will report back to the citizens of Caddo Parish

We have again reorganized the Chief Deputy’s organization. Special Services and Purchasing both report directly to the Chief Deputy. Fleet Management, News Media Relations and Personnel are now reporting directly to Assistant Chief Mark Williams, Administration Bureau.

In this short life there is one truth that remains constant. Simply put, everything changes. The change I am referring to is that the Caddo Parish Sheriff’s Office has a new chaplain. The office of chaplain is now being filled by J. Durell Tuberville, who has served as the chaplain for the Shreveport Fire Department since November of 1989. He will be serving the Sheriff’s Office as a part-time chaplain. Primarily, his duties will be responding to emergency crisis situations, delivering death notifications and support for the deputies and their families.

Durell served the congregation of Bethel Assembly of God as senior pastor from August 1985 through May 1995. Before those duties, he served three years as a youth pastor and two years as a dean of men at Southwestern Assemblies of God University. He holds a bachelor of arts degree in pastoral ministry and a master of arts degree in counseling. He is currently a Ph.D. candidate in human services and expects to complete the requirements for that doctorate in August 2001.

Durell has worked extensively in the Critical Incident Stress Management area of emergency services, training many officers, deputies, firefighters, nurses and other emergency responders throughout Louisiana and the South. He will be available to assist in the debriefing and defusing efforts of the Caddo Parish Sheriff’s Office team as needed.

The chaplain and his wife, Susan, have been married 21 years and have two sons, Josh, 18 and Dustin, 16. As hobbies, Durell is a hunter and enjoys season seats in Death Valley cheering the fighting Tigers of LSU.
