Man wanted for negligent homicide arrested in Texas

 

A Jefferson, Texas, man has been arrested in connection with a March 2014 crash in Caddo Parish that left a woman dead, said Caddo Sheriff Steve Prator.

Phillip Ray Lilley, 30, was arrested Wednesday in Jefferson by the U.S. Marshal's Fugitive Task Force of East Texas. He was booked into the Marion County Jail as a fugitive and is awaiting extradition to Caddo Parish.

A warrant for Lilley’s arrest for negligent homicide was issued in Caddo District Court on September 16.  The warrant stems from a March 4 crash on LA Hwy. 2 (Trees City Road) at Section 22 Road near Vivian. Jessica Lingo, 29, of Jefferson, was killed in the crash.

Lt. Michael Gray, of the Caddo Sheriff’s Traffic Safety Unit, said Lilley was the driver of a 2004 Chevy pickup that was traveling eastbound when it went off the right side of the road in a curve. Lingo was ejected from the vehicle.

Lilley's bond was set at $50,000.
