Man faces seventh DWI arrest

A 38-year-old Shreveport man is in jail today following his seventh arrest for driving while intoxicated, said Caddo Sheriff Steve Prator.

Richard J. Festavan was driving northbound on Mansfield Road just before 2 a.m. Friday morning when Caddo Sheriff's Deputy Doug Smith observed his vehicle weaving, crossing the fog line, and crossing the center line that divides the inside and outside lanes of traffic.

Smith stopped the vehicle and conducted a field sobriety test. Festavan was then transported to the south substation where he refused a chemical test.

Records show that Festavan has been arrested seven times for DWI since 1998. Because of his driving history, he is required to use an ignition interlock device, which was not present in his vehicle when he was stopped.

Festavan, of the 3300 block of Riviera, was booked into the Caddo Correctional Center for DWI, driving under suspension, improper lane use, refusal to submit to a chemical test, not having a required ignition interlock device, and as an in-state fugitive. No bond has been set.
