Scrap metal employees arrested for violating laws

Two employees of a local scrap metal business were arrested by Caddo deputies for violating laws pertaining to the operation of their business, said Sheriff Steve Prator.
Willie Young and Shelby Rogers, employees of Top Dollar Scrap and Recovery in Oil City, were arrested at their place of business Tuesday and booked into Caddo Correctional Center on misdemeanor charges.
Detectives said Top Dollar Scrap and Recovery has been in business about four years and has consistently violated scrap metal laws put in place to protect legitimate property owners. The issue came to light again recently during a felony theft investigation when it was learned that the business had purchased stolen items but did not report the transaction to authorities or take photos of the items purchased as required by law.
Young, 55, is the on-site manager at the business and was arrested for failure to make a daily report of entries and failure to provide photographs or other records of items purchased
