Two arrests made following Internet Task Force investigations

Caddo Parish Sheriff Steve Prator announced two arrests made by the Northwest Louisiana Internet Crimes against Children’s Task Force.

Caddo Sheriff’s Task Force agents Robert Greer, Jill Jones and Nicole Nitts arrested Christopher Powell, 25, of Montgomery, after Powell made contact on-line with a person whom he believed to be a 13-year-old female and arranged a meeting with her while visiting a friend in Shreveport. Agents arrested Powell and charged him with two counts of computer-aided solicitation and two counts of indecent behavior with a juvenile.

Agents also conducted a short-term investigation leading to the arrest of Carlos Billadicencio, 31, of Shreveport. He allegedly had inappropriate conversations on-line with a person whom he believed to be a 14-year-old female. The Task Force agents posing as the juvenile female arranged a meeting place where Billadicencio was taken into custody. Billadicencio was charged with computer-aided solicitation, indecent behavior with a juvenile, and attempted felony carnal knowledge of a juvenile.

Both Powell and Billadicencio were booked into the Caddo Correctional Center.
