CPSO arrests man for kidnapping and rape

The recent arrest of a Shreveport man on theft charges has led to his identification and arrest in a 2014 rape and kidnapping case, said Caddo Sheriff Steve Prator.

A DNA sample taken when Charles Edward Collins was arrested in June was matched to DNA evidence collected in July 2014 when a 24-year-old woman reported that she was kidnapped in Shreveport and taken to an area outside the city where she was raped.  The victim reported that she was returning from taking her trash to the dumpster at her apartment on Stoner Avenue when an unknown man grabbed her and forced her into his truck at gunpoint. She was driven to a gravel road near the 6100 block of LA Hwy. 1 where she was raped.

When CPSO was advised of the DNA match and after further investigation, Sheriff’s Detective Andy Scoggins obtained a warrant for Collins’ arrest on second-degree kidnapping and aggravated rape charges. Collins, 58, was arrested at his residence on Monday by Caddo Deputy Justin McDonnell, who is assigned to the U.S. Marshal’s Fugitive Task Force. Collins was booked into the Caddo Correctional Center. His bond has been set at $450,000.
