The Caddo Parish Sheriff's Office Special Victims Unit has concluded a significant phase of an extensive investigation into a juvenile runaway case, resulting in the arrest of three individuals, including one charged with First Degree Rape, for their alleged roles in assisting a 14-year-old victim while she remained away from her lawful residence without the knowledge or consent of her parents.

The investigation began in July 2025 after the Caddo Parish Sheriff's Office sought the public's assistance in locating the runaway juvenile. During the investigation, detectives pursued numerous leads and conducted interviews. They reviewed digital and physical evidence to determine the circumstances surrounding the victim's repeated absences from home.

Between July 2025 and May 2026, the victim repeatedly ran away from home. Detectives discovered that several individuals—Cartez Anderson, 21; Carlton Jenkins, 52; and Victoria Anderson, 46—knowingly provided the victim with transportation, shelter, food, and other assistance, all without her parents' knowledge or consent. Their actions allowed the victim to remain away from her legal guardians for extended periods, significantly hindering efforts to reunite her with her family safely.

As a result of the investigation, detectives established probable cause for the arrests. Cartez Anderson was charged with one count of First Degree Rape and nine counts of Contributing to the Delinquency of Juveniles. Carlton Jenkins was charged with nine counts of Simple Kidnapping, and Victoria Anderson was also charged with nine counts of Contributing to the Delinquency of Juveniles.

"This investigation demonstrates our commitment to protecting children and holding accountable those who exploit or assist vulnerable juveniles," said Sheriff Henry Whitehorn Sr. "Our detectives worked tirelessly to uncover the facts in this case, and we remain committed to pursuing anyone whose actions place children at risk."
