Caddo Parish Sheriff's Office Arrests Man on 38 Counts of Sexual Abuse of an Animal
The Caddo Parish Sheriff's Office has announced the arrest of 20-year-old William Charles Riggs on 38 counts of Sexual Abuse of an Animal, in violation of Louisiana law, according to Sheriff Henry Whitehorn Sr.
The arrest followed an investigation by the Caddo Parish Sheriff's Office Internet Crimes Against Children (ICAC) Unit, which began after investigators received information from the Bossier Parish Sheriff's Office about suspected illegal activity.
After receiving the information, ICAC Detective Thaddeus Scott initiated an investigation into the allegations. He collaborated closely with Bossier Parish Sheriff's Office Detective Justin Waggoner and coordinated efforts with the Louisiana Attorney General's Office throughout the investigation.
Through this teamwork and the sharing of information between agencies, investigators gathered evidence that led to Riggs' arrest on 38 counts of Sexual Abuse of an Animal. Riggs is currently being held at the Bossier Maximum Security Facility.
The Caddo Parish Sheriff's Office emphasizes the importance of strong partnerships among law enforcement agencies in pursuing criminal investigations and holding offenders accountable. The successful collaboration between the Caddo Parish Sheriff's Office, the Bossier Parish Sheriff's Office, and the Louisiana Attorney General's Office reflects their shared commitment to seeking justice and ensuring community safety.
The Caddo Parish Sheriff's Office also thanks Detective Justin Waggoner, the Bossier Parish Sheriff's Office, and the Louisiana Attorney General's Office for their support and cooperation throughout this investigation.
The mugshot of Riggs is provided by the Bossier Parish Sheriff's Office.
