Caddo Sheriff's detectives arrested Richard Humphrey for felony carnal knowledge of a juvenile and being a non-compliant sex offender.

Humphrey, 24, of Atlanta, Texas, is accused of having a relationship with a 16-year-old girl when he was 23. Upon investigation by Caddo Sheriff's Detective Robert Greer, it was determined that Humphrey was a convicted sex offender who had not registered in Texas where he is now living, nor did he notify the Caddo Sheriff's Office that he had moved. He also did not have the required state-issued sex offender ID.

Humphrey has a prior conviction as an adult for having sex with a minor.

He was booked into Caddo Correctional Center on Thursday.
